The terminalia look similar to the one at bugguide node http://bugguide.net/node/view/694613 but I don’t know if that is a male or a female! However female Triorla interrupta I’ve seen have a prominent ovipositor, very different from this. Herschel, of course, is a far better judge than I!

Yes, I think that is also a male based on looking at photos of the male and female on BugGuide.
I actually photographed that same species as well in Arkansas – also apparently a male.
